340 timing issue

71 340 0.30 9:1 compression 268 dur 491 lift comp cam tti headers 2 1/2 exhaust stock j heads little porting ....btw it's in demon auto wit 3:91 gears it won't pull pass 4500 rpm and pinning then, carb is 670 street avenger wit stock jetting I think that's one my problems maybe lean on jetting ??? Any suggestions pls

Either running lean or too much timing I would assume
