The partial VIN with 8B is the best clue.
Could be from a 1968 Barracuda or Dart form the Hamtramck plant.
8B 227683 was a Barracuda, so this one hits close. Hamtramck did assign VINs in lots of the same model, but to know for sure you would have to find someone with a lot of 1968 Hamtramck data since it could hit just after that assigned batch.
