1973 dart swinger, I'm converting all to led bulbs, I know about the load resistors issue, found the turn signal flasher on rt side of dash, installed electronic /grounded unit in place of it.
now where is the 4 way flasher located at? found the time delay relay.... but no 4 way flasher.... any clues?

Look in the 73 shop manual, which you can download free at MyMopar. They vary from year to year. Is it plugged into the fuse panel?

never mind where, I found a wiring diagram followed brake switch to it, didn't recognize it, it is reticular metal housing in a retaining bracket above steering column. . no just to test it...

Be real careful with your "LED bulbs" -- in quotes because most of them are unsafe junk. Detailed info here. The only ones worth using for the brake lights are these...for the backup lights these...for the front turn signals these.

Don't mess with "load resistors" (good way to louse up the reliability of the system), instead put in flashers configured to work with LEDs.
