What does it mean that the block has been "windowed"?

I think it means that a rod busted thru the block

Yeah that usually means the block is done

It has been caused by a rod, but does not always mean the block is done. There are many hemis running around with a repair in the pan rail area of the block. This was a running motor . Has been disassembled for inspection only.
