5.5 rims?

decided to put another set of tires on the car and discovered the rims are 14 x 5.5 on it. I was expecting a 4.5 ? on it. so are these just 5.5 steel rims or would they be the cop rims?

5.5" was one of the standard wheels. Cop rims look totally different than standard steel wheels.
