63 Valiant - what are these springs?

Started dismantling the front for disk upgrade, and there are spring sleeves on the front drums, near the back. I've never seen that, so I'm curious, what were they for?

I have always understood those springs to be a primitive attempt at "heat-dispersal." They help cool the drum during heavy braking. Maybe I am wrong?

They probably help in that regard, too- I always heard them referred to as "anti-chatter" springs or similar terms.
