65' Barracuda - Odd plastic piece on fuel neck

My brother found this about 6-8" down the fuel neck on my 65' Barracuda and has never come across anything like this before. Our guess is something for anti-syphon but not 100%.

Does anyone know what it is or if it needs to be there? Appreciate any info

That's not inside mine. Maybe a JC Whitney anti fuel stealing device like you said.

These cars are already tough to fill up without that thing in the way.

Lol, I have yet to fill it up, but getting closer so I'll keep this in mind. Appreciate the reply.
 
Fill it up slowly, keep the nozzle up. Filling it to fast will cause fuel to come running back out! 65
 

Might be an anti slosh device. The nearly horizontal fuel filler on early A's is notorious for having fuel slosh out the gas cap if you completely fill the tank, so there are several items the aftermarket has cooked up to try to make it easier for fuel to go in than come out.
