'65 Barracuda secure seat backs?

As the title suggests I have '65 Barracuda. I've just finished removing the interior, grinding down surface rust, painting the interior sheet metal with POR-15, and laying down one layer of Hushmat and another layer of Ensolite.

Like many, I dislike the basic safety elements of the car even though I realize what I have was "correct" for 1965. I've already disassembled the front seats so that I can weld in an aftermarket but correct-looking pair of head rests.

But my big concern is that the front bucket seats don't lock in the forward position. I don't know if they were ever supposed to. This is a problem because when there comes a panic stop the seat backs plunge forward.

Does anyone have a clever option to lock the seatbacks into place but allow them to be unlocked that that the backs can fold forward for rear passenger entry?
