First 65 barracuda here. I have been reading other threads but I am not seeing what I want. the oldest shop manual i have is for 67 up plymouths. I have a 66 dart next to it but there are differences. this picture I include is for wiring purposes.
1. I can assume the fuse link goes to the positive lug at the fire wall junction which goes to the gage cluster

2. There is a black eyelet connector not shown but it must go to the lug at firewall junction which goes to the gage cluster as well.

3. The white wire that is screwed on i have to idea. Pretty sure it's not even suppose to be white.

4. The red wire could go the neutral safety switch. That's where the 66 goes anyway. I could dig out the 69 harness but I will talk you guys first.

5. The blue connector is there to replace the end of the black wire which is dangling at bottom of picture. Now they which should be black could go to starter but that leaves me with an unused lug....... any suggestions.

It also depends on manual or automatic transmission. You didn't say which. Your screen name "suggests" maybe a four speed.

I thought NSS was only on automatics till 67 or 68ish and the starter relay had the NSS terminal soldered to the housing of the relay.
