65 Valiant cowl antenna hole, is there a grommet?

On my 65 Valiant where the antenna cable goes through the cowl should there be a grommet there? It looks like there is some type of tar material around the edges of the hole but no grommet. It's leaking through the antenna hole when it rains. I looked in the 65 parts catalog and even the 73 parts catalog I have and I don't see a listing for an antenna cable grommet. Does anyone have one with a visible part number? Is it the same grommet for the later speedometer cable grommets?
 
Mine had the tar material on it like you mentioned when I removed the pass fender. No grommet, but it's possible it could have fallen/rotted off at some point in its 45+ years of existence.
 
3 M makes a product called "Strip Caulk" ribbon in black or white that you can use to seal any types of gaps and it's putty like so you can make any shape you want. Sticks to body pannels and never gets hard and lasts for ever.NAPA or any GOOD auto parts stores should have it.
