65 Valiant fuel tank question

I bought a 65 Valiant in Sept. and the PO replaced the fuel tank but not pad that goes between the tank and the body resulting in no clearance between the filler tube grommet and the body resulting in ruining the grommet from it being pinched between the body and the tank. What material is the pad made of, how thick should it be and is it possible for me to make one to cure the problem? Also where is the best place to buy a new filler tube grommet? Thanks in advance. Detroit Muscle Technologies. They have the pad in both 0.090" thick rubber and felt paper Both available on eBay:

eBay is also the cheapest place to find a filler grommet: MOPAR A Body filler neck grommet - fill neck to gas / fuel tank seal 1963-1966 | eBay
