Its been a long time since I took them apart so I cant figure out where the two belts about a foot long go. I expect somewhere in the back but am not sure

Correct...they are used to make sure the rear seat back stays in the prone position. The attach point for the belts are under the rear aluminum scuff plate/sill, so you need to remove them to install the belts. The belts are attached to the car body by two flat head sheet metal screws.
