Dumb question...do I have to remove the tank to replace filler neck rubber? Looks like the filler pipe is a solid fit between gas cap and tank? Also how do I gain access to where it goes through the floor and the rubber surround as it seems to be behind a solid panel in the trunk?

Yes,you need to drop the tank. It's easiest if you take the 4 screws out that hold it to the 1/4 and the rubber pad that seal it to the floor and squirt some WD or PB Blaster at the seal and twist the filler neck out.
