What the heck did they paint the interior wheel well panels and the one side of the plywood with?

It is very hard to sandblast. It feels like some kind of bed liner or under coat. I have two sets and both have the same paint?

What would I use to duplicate this finish.

Interior wheel well panels had a vinyl covering standard interior and carpet on the deluxe interior. The trunk side of the hatch plywood was black flocking.
