69 Dart Mag Wheel hub caps?

Does any one know how to remove the steel inner ring on these Mag hubcaps they appear to be rivited would like to remove to restore the outer stainless ring?

Five bolts remove the outer ring, and five more remove the fake lugnuts. That is all that is removable.

Yes I got that far wondered if any one has tried to get the steel part that goes around the outer ring would like to get at dents on the rim of the beauty ring.
