70 Charger R/T, wiper arm twitch

Hey guys, I have a friend with a 1970 Charger R/T. He says if his battery is hooked up his wiper arms will sit there and kind of twitch repetitively.
I said it's a bad switch, but I want to know what you guys all think? Thoughts?!

Inside the wiper motor is a switch that opens when the wiper motor rotates to a specific spot, to "park" the wiper arms.


Yes, the switch could be at fault too.
