No as said below. I know they were available in the 1969 Barracuda.

1970 Dart Swinger 340 Reg
NO there was no console available for 1970 having a 4 speed tranny. An automatic was the only way to get a console in a Dart or Duster.
Bucket seats were available with either tranny

Apparently there was no console available for the Dart Swinger or the Dart. There was automatic consoles available for
the Dart Swinger 340 and Custom.
