70 Duster head light switch ground

We're putting a Duster back together and I noticed a male plug on the headlight switch. There was nothing on the plug when I pulled the dash but I am wondering if it is a ground. If it is, where does it ground to?

Anyone? Here is a picture. The gold tab at the bottom is the one that I'm talking about. Has anyone taken apart a dash that had a ground wire to the headlight switch?

That tab is for the dome light. When you rotate the dimmer the switch provides the ground for the dome light. Ground circuit is headlight nut/cluster/dash screws.

I went ahead and ran a ground to it from the steering column.
