72 power brake Booster

I have a 72 duster that has not been run for many many years. I went to bleed the brakes, and I am only getting about 1-2 inches movement on the brake pedal. It will not go to floor. Is there possibility of a wrong Master Cylinder or push rod? The power brake booster looks original the master cylinder does not. This is the kelsey Hayes of course. :read2:
 
someone suggested the sleeve in the master cylinder is seized up, so looking for different one. Anybody else have any thoughts on this?
 
with the master cyl removed, take a screwdriver or something and push in the piston like you do when you are bench bleeding it. Does it go all of the way in or just 1-2 inches like when it's mounted?
