727 junk?

I picked up a smallblock 727 and now I am curious if I have a lump of junk. With the torque converter removed, I can turn the inner shaft by hand but the outer shaft seemes frozen. Is this normal?

output shaft is frozen? you mean like its in park?

If your talking about the inner and outer shaft in the front end of the trans. That's normal. The outer shaft doesn't turn. Just the inner.
