74 duster crank at relay. Wont turn over :(

So my 1974 plymouth duster ie. The green Bastard. Thinking about renaming her Christine lol. Anyways she cranks at relay wont turn over and no power at IGN in park or neutral... any ideas fellow mopars ;)
 
Please define your terms better.
Cranks and turns over are the same.

Runs
Doesn’t run
Cranks
Doesn’t crank
 
How are you cranking at the relay?

If jump wrong between the 2 large terminals you are bypassing the relay completely.

If you are supplying 12v to to the yellow terminal you are bypassing the ignition.

Each points tona different issue.

With the key in the run position and you jump the relay however you have been does it start?
 
You've got the one-year-only seatbelt interlock system.
Go under the hood, somewhere on the firewall (I forget exactly where it is) you'll find a box that looks like this:

Hit the red reset button.
If that doesn't do it, then you've got issues. As said, get the FSM and start tracing wires following the power.
Oh, and buckle your seatbelt before you crank it over.
