Going to replace the gasket and washers on my smallblock 90 degree oil filter adaptor. The kit came with four washers that go on the bolt, one nylon, one fiber and a cork washer that I think would go in between the adaptor and block, and a copper washer. The instructions say nylon washer between the adaptor and block, copper washer first on the bolt. Maybe the fiber washer is for the adaptor for the filter mounting screw? Anyone installed a new washer kit?

I remember putting the same kit on my car..... everything went on as you described and I had the fiber washer left over. The only issue I had was that the bolt has to be tight enough to crush the copper washer, otherwise it will leak.
