90 RAM steering shaft removal?

We're replacing the sterring box on my 90 RAM 4x4 Cummins. How do you remove the steering shaft from the box? The factory manual just says remove it but there's a metal cover on it that doesn't allow access to where you would remove the bolt? How does the cover come off is the real question?

Help needed please :banghead:
 
Just to follow up on my question. Upon closer inspection it turns out some twit arc welded it all together rather than fix the actual problem :wack:
