904 kick down linkage

Trying to set up the stock kickdown linkage on my 318 with a 904. How does the lever on the trans work, with the engine off and everything cooled down the lever just moves forward and back, should there be tension on the lever with the engine off?. I hooked up all the linkage and was wondering if it should have some tension on it or spring back after I open and close the throttle but it just stays whichever way I set it forward or backward. Does it require the engine running to get some tension on the kickdown lever? Any ideas? don't want to drive it until I get this figured out. Thanks
 
Okay I don't know if this helps but on my 65 Barracuda /6 the kickdown linkage ties to the accelerator rod which has a butterfly wing shaped piece. The other side of the butterfly goes to a spring with a static mount at the bottom. The spring pulls the kickdown linkage back up.
