what balance is it? for steel crank or cast crank?

how can one tell if this flywheel is for an internally (340) or externally (360) balanced engine?
I see the three large balance holes drilled on the back side,, is that a clue?

I never used it. I was under the premise it is a 0 balance (internally balanced). Every external balanced flywheel I have seen has weight added to one side. This is very lightweight 9.8 lbs.
