Am I assembling this right? (pic)

When assembled, the spring seems to push on the spring retainer whish forces the inner tube up against the upper colum cover.?
What im not sure about is the sprung washer between the berring and spring ,does that go there or some other place?

Is that on your 68 cuda column?

If so that is way different than my column. I have a solid collar with a set screw but no large spring. Wish I could find a great picture of the columns.
