Anyone know what this clip is for??

I'm putting the parking brake assemebly back together in my 66 dart and saw this "clip" in the service manual, but can't seem to find it in my parts stash.

Does anyone know what it's for, or what it looks like in real life? This clip is used in '67 and '68 A body models as well, but not in '69.

I guess it wasn't needed then since they got rid of it in 69. Thanks!
