Took Friday off of work to get the Duster registered. Last registration was in '03 due to the lumpety camshaft that was in the 340. Vehicle would not blow clean at idle. The new Classic car exemption to emissions went into effect May 1.
Vehicle must meet criteria for the "Classic" insurance and be continuously insured as such. I had my insurance carrier fax me on their letterhead that the vehicle was insured as a "classic/antique" vehicle.
Process went smoothly considering last registration was 4 years back. Had to fill out the paper work stating vehicle was not driven during this time. A fresh engine rebuild counted for most of the downtime. I now have Historic Vehicle plates which was my choice. The registration will come due each year as normal, but as long as the insurance stays the same, there will be no emissions test. My vehicle is not a DD and may get 200-300 miles per year. One of the biggest gripes was the operators at the Gordon-Darby emissions test centers. These operators are usually youth that are not used to driving four speed cars and are not gentle on the clutch pedal. I saw my rear tires leave the rollers at the test center and go airborne 4" due to the operator's inability to transition from gear to gear smoothly.
Check into Classic insurance; if your vehicle is not a DD you may qualify.

We got a nice deal here in michigan for classic cars. You find a plate from the year of your car and register that to your car for around $60 and it is good for as long as you own your car! So nice to not have to pay for plates every year and no emissions tests to boot.
 

Minnesota is that way too. No emissions, and one collector plate fee. I hate emmision tests. What a pain in the butt. I had to put up with that crap when I lived in Colorado.
 
In Arkansas you can register your car as an antique but it must be either "restored" or factory original with no modifications... and it cannot be your only car.

but you get antique car license plates which do not expire until you get rid of the car

no emissions tests. and you do not have to have special insurance (AFAIK).

In Colorado if your car is 25 years old or older you can get "Collector Car" plates. One emission test that's good for as long as you own your car, plates are good for six years and are dirt cheap. I paid IIRC $140. No driving restrictions whatsoever, no modification retrictions, no insurance restrictions!

Oh yeah, the emission test you take for the collector car status is just an idle test. Easy to pass and no dyno. :)
 
ramcharger, I apologize. I haven't lived in Colorado for 11 years. I remember trying to get my 67 Cougar through the emission program, what a pain in the ***. Then my 72 Scamp. Although they were my daily drivers. I'll look you up, I'll be out in Arvada in a couple of months for a wedding.
 
Great looking Duster. I just ran my 74 Duster through AZ emissions, actually passed with flying colors. I was kind of nervous about it, even with everything new under the hood.
I willl need to read up on the new emissions law that you are talking about, when I ran mine through a couple weeks ago it was still the same test as always.
