Back seat hinge question (barracuda 1969)

Hello.

Can anybody tell me whats missing on my back hinge. I can't fold down the backrest with the lever. Here is a pic of how it looks.

There should be a cam connected to the box stem that is sticking out. They broke all the time. I made two out of 1/4" aluminum. Just like your cams to adjust your a arms.
