Block fill?

do I need to consider block fill.
my block is back from the machine shop ready to assemble. machinist said that if I do low fill the block, that he wants it back to check bore. I never considered this at the beginning, just something I mentioned when I picked my block up.
from what I have read this should be done prior to machining.

360/410 stroker, eagle forged crank and rods, mahle dished pistons, 9:1 CR, ARP mains studs, S475 turbo etc. street/strip.

We just completed block fill on our 417 stroker because we lost #4 hole due to a week spot. We sleeved the hole and block filled to the bottom of the frost plugs. Then we bored to standard bore. Works awsome, went 10.90sec./119.57 with good air. Street driven, licensed and inspected
