Brake Mount Assembly Question

So I am doing a disc brake conversion conversion and also swapping the master/booster but when I removed the old assembly, I noticed this regulator was mounted on it? Anyone know what this is for/why it is mounted directly to the bracket?

(Ps: if anyone wants my old booster to rebuild/whatever - it is free + you pay shipping)

My guess is someone wollowed out the holes in the firewall and the wires were too short to move it anywhere else. It must have a good ground to work.
