Bucket seat hardware

I had my bucket seats stripped down at an upholstery shop. The seats had some older Legendary covers on them so they had been apart at least once before. What is the correct hardware to attach the seat backs to the seat bottoms? My seats had special shouldered bolts and a thick washer with moulded rubber around it. I only have one of those washers per seat. Is this correct or should there be two per seat? If there is only one per seat, which side does it go on?

It takes two per seat and they go on the vinyl side to prevent it from ripping.
