can i install it with the distributor on?

and remember your going to need to recheck that timing regardless, as the timing chains in our small blocks tend to stretch a bit. Put a few thousand miles on it and recheck. And 39 degrees is way more than we ran, never needed more than 34 for optimum power. Its been said that inefficient chambers require more timing, don't know what you have.
 
Timing on dyno and on the street with pump gas won't be the same anyway.just pull the distributor.
