I remove the blocked of tit, suck in on it and I can tell that the diaphragm inside does move ( my old unit ) The new pump did not come with any instructions ( E bay ) and no provisions for blocking off the hole and of course the hole is smaller than my old pump so the fitting wont just exchange over

How many is too many?
Boost reference on a blow through or venting on a marine application. It does not need to be blocked unless you want an engine full of fuel in the event of a diaphragm failure.

Yep, a vent and should be left open.

Some of the marine pumps had a fitting there as you can't just vent "stuff" into the bilge. The PURPOSE of a vent on a pump is in case the diaphragm ruptures, and even then "it usually does not" prevent fuel into the crankcase
Im wondering than if this has anything to do with my diaphragm becoming stuck. Id go out there just about every morning and it would start immediately but on occasion Id have to remove the pump, crack it open at the center just enough to hear the suction let go of the diaphragm and then again the car would start with no issues until the next time it decided to act up.
