Can't get more than 12.5 volts thru charging system

My last reman alt had a a pulley that was in the neighborhood of 3 inches dia. Factory was in the 2.5 inch range.

With larger pulley charge indicator at idle would be in discharge. Now with smaller pulley it is centered to ever so slightly charge.
 
Sorry I disappeared for a bit everyone, work has been brutal. And thanks, everyone, for the info. The 67 Dart is fixed, (sanded the firewall where the voltage regulator bolts up and boom! 13.8 at idle with all accessories on) and the 66 Town & County's male connection at the bulk head is broken and barely making contact.
