Can someone help me understand what is happening here?

1. Did the cat "rat out" the methhead?

2. Why would the seller not put $2000 into the car and sell it for $6500.

3. Could the fact that the car was moved "rolled the odometer forward"?
4. Did spray painting the car, roll the odometer?
