That's a Holley 1945, factory equipment on most slant-6 1-barrel applications starting in '74. Unfortunately this what we're looking at is a "remanufactured" unit, which usually means unsolvable problems. Carburetor operation and repair manuals and links to training movies and carb repair/modification threads are posted here for free download.
 
Thanks dan. I tried cross referencing numbers at work and even talked to holley, but the only kit we came up with was the wrong one
 
Looking at the first picture it appears you have at least 2 open vacuum ports, and a third at the bottom has a hole in the rubber cap.

It won't run right if it has vacuum leaks like that.
