Working on a 4611s carb for my 69 340. It has what I would call a secondary throttle cable attachment attached to the primary lever. It appears to have been there forever, or at least for a long time. Does not appear to be some cobbled up lever that was attached in the past to correct cable geometry issues. I cannot find any information on this part and after looking at pictures online of that era AVS carbs, I was only able to find one carb that had a similar lever. What is the purpose of this lever? Does anyone have a picture of a carb with this lever installed on an engine?

The pictured item in question is the cable link, or lost motion link, for the factory speed control, or cruise control. The control cable from the speed control attaches to it as shown in the following diagram:

The following image shows the link and cable on the engine:

This is the later version link on a 1979 360 with a Thermo-Quad, but the earlier link in your picture performs the same function.

Note, the throttle stud as installed in your first picture is installed backwards.

Only referring to the throttle stud the extra stud on the linkage, I think, has been established.

The info I found says that carb (by number) is designed for manual transmissions. So no kick down linkage attachment, so I suspect the stud would look different than an automatic.

I can't say if the throttle stud is correct for that application but typically the throttle cable attached to the inside stud.

Found several on eBay.

FYI...

The following image shows the difference between the shorter manual transmission throttle stud and the longer automatic transmission throttle stud:

Although the automatic transmission throttle stud is longer, it can be used in the manual transmission application with the added length and groove unused.

I never thought about cruise control since it wasn't available so far as I know with a manual transmission and this carb is the correct number for a 69 340 manual transmission. I looked through my service manual and also the parts book and never found it, because I didn't look at the cruise control stuff. Someone probably put this carb on a car with an automatic and cruise control at some point. Thanks everyone for the help. Any idea where I can get the correct standard transmission stud?
