The throttle body in the pictures is from a 1960 Carter BBS carburetor. If the throttle bore is 1-9/16", it's off a 1960 Valiant 170 engine, which would make it a BBS 2900s or BBS 2901s depending on whether the car had an automatic or manual transmission. If the throttle bore is 1-11/16", it's a BBS 2985s or 2986s for a 1960 Plymouth-Dodge with 225 engine.

PCV started in '61 (mandatory in California, optional elsewhere). In '62 it became mandatory in NY, too. In '63 it became standard equipment everywhere.

We know this is not a '61-'62 carb because it has only one idle speed adjusting screw. '61-up BBSs had one for the fast/cold idle, and one for the slow/hot idle.

If I run this carb does do I have to connect the pcvvalve on the valve cover to the intake port. Also this carb has a advance port but it's plugged up. Do I just find a fitting to re connect it

If you do that, your № 6 cylinder will run way lean and you'll burn stuff up. This carburetor is not compatible with PCV; get one that is.

Yes, you would need to install a nipple here for your distributor vacuum advance hose. But again, this carb isn't suitable for your application. Find one that is.
