Chrome turning black?

Hey guys and gals, I have an issue with the rear bumper on my '66 Plymouth Valiant.

The chrome on the driver side of the bumper and the lower portion of the driver side taillight assembly is all turning black. I've scrubbed it thoroughly and no change. It actually looks as though the chrome is going from a silver metal color, to a dark black color. It also really looks like it has penetrated the metal and is actually affecting it rather than just being something on it.

Is this making sense? Anyone else experience this?

Is it actually changing colors, or are my eyes deceiving me? Is there a way to fix this?

If your exhaust exits under there, you're running rich for some reason or another.

Toothpaste (not watered down, just the straight paste) and a polishing rag.

If the chrome isn't pitted or flaking, try rubbing the spots with a ball of wet aluminum foil in a circular motion.
