i have a converter with stamped ( cce hs 9 99 6440 ) is this a 1000 above stock ? aftermarket ? i was told it was a tci breakaway any help on this converter would be greatfull

Did you buy this used?
If you think it's a TCI converter, you should be able to check their website for the number.
As far as stall speed goes, who knows. It might have stalled 1000 rpm over stock in a big block car, and only 500 over stock behind a small block.
If it's used, best used as a door stop IMHO, as you never know what the internal components are like. Seen a lot of used junk in my time in the industry.
