Ahh! I think that just supports the upper cowl section. I don’t think anything attaches to it.

X2 that supports the upper cowl. I just replaced mine.

try seeing of those 2 flanges are at the ends of the upper cowl grill openings. I seem to remember that mine had them right at the ends and it seemed to block/re direct the airflow somehow.

Well.....found more holes. That center section is solid except where it meets the fwd lip. Suppose I could just cut out and replace that section? Found some good part numbers on original parts though. Got the steering column out, slant six acc. Pedal hardware and z-bar removed as well.
