Growing up (the 70's) it was common for machine shops with a large throw lathe to do this work on the side. Ask around. You may find a old school machinest that can do this. This was common on cars that you couldn't get wide wheels for ( Mazda RX3 for one) or you wanted to have big tires under the car without cutting up the car(67 Chev). Also look to see if anyone in your area build's rat rods or street rods. They may have a local contact for this work.

Stockton and Weldcraft have great sites on the services they provide.

First you need to find out if the cop car wheel center is available in the small bolt pattern. If they are, apply for some of that TARP money, because you will pay a premium for the SBP.

Check with your local roundy round guys I had a local stock car shop cut my factory sbp steelies and widen them to 7-1/2 they charged $100 cdn a wheel though- worth every penny with 245/60/14s all around {rolled lip fenders } it looks so good the guy who did most of my resto just sent 2 sets in to copy me 8)
