Ok, so I called them. I will say, to their credit, that the lady on the other end of the line was cordial and helpful.
Still some issues, but it boils down to any attempt to add funds requires a verification of your ID. Part of why mine failed is because my billing address is a PO box. I can't receive mail at my physical address, and they asked for a billing address, so that is what I gave them. They can't verify based on a PO box, though.
She did say that I could still use my account, and any payment made to a company would come direct from my account. I was unaware that they could draw directly from my account, I thought I had to add funds in order to pay for stuff. Little disturbed that it works like that.
Also, she did lift the restriction, which was nice of her. I still can't "add" money, but the only reason I did that was because I thought I had to in order to pay for my item. I guess I was wrong there. Still not sure how I feel about that.
