Yes they are. Even up to '75- '76. Even Scamp fenders will fit. I have a set of '75 Scamp fenders I plan to use for my '71 Duster and they're from a 4 door. The '73 and up grille, bumper/ brackets & hood is the only difference.

The marker lights and grille brackets on the fenders are different

so could you also just put the hood, grill, and front bumper from a 72 dart onto a 73 swinger?
I've seen a '73 Duster with a '70 front end so I think so. The frame is the same. Some '73 and up models use different bumper brackets.
