Duster fuel line Q????

OK...not exactly the fuel line. But "IT" (72 Duster) has what appears to be a return line that runs from the tank (above the sender) all the way to the passenger's inner fender and just stubs up. (it is currently plugged)

What is this supposed to be hooked to? I don't have a manual, so I can't look it up.
 
No canister anymore. So what would you think would be the best "fix" for this line to nowhere?
 
You should be able to plug it at the tank but you want to be sure that there is another vent somewhere to allow air in as fuel is drawn from the tank. If not, you can run a hose from the vent to a filter of varying sorts to keep crap out of the tank but let air in.
 
Did A bodies ever have a vent similar to what B bodies have? I.E. one that pops up in to the trunk, then back out again?
