EGR/Non EGR

I picked up a small block cast iron 4V Intake over the weekend. It has two holes, one with some sort of valve in it, i think on the shallow side. Is this the EGR system? If so, can it be effectively be blocked off for a non EGR application?

I'll try and post a pic tomorrow.
