Emergency Brake on 1971 duster

My parking gear doesn't work and I need teh emergency break to hold the car in place till i get it fixed. onyl problem is the e brake doesn't have enough tension to hold the weight of the car. anyway i can tighten it up and if so how?

Should find an "equalizer" under the car just behind the drivers door. There's an adjuster there that splits into two cables. Aside from the adjusters at each wheel, that's the only adjustment for the e-brake.
