Epoxy before seam sealer or other way around?

For the best protection you would epoxy the joint to be sealed first. That way, if the seam sealer were to fail later, you don't have bare metal underneath. This would apply to any joint. The factory didn't do this - or care.

70 duster is spot on here. Epoxy over anything bare metal, its pretty mutch the equivalent replacement of an e-coat.
