ever installed in turbo action shift kit? where does the plug go??

I am trying to figure out where the plug goes in the valvebody when doing the Turbo Action shift kit #17810. The drawings are crude, and it says remove a spring and replace with the plug. The plug only fits in the hole with the 2-3 shift valve, but the drawing shows it going into the 1-2 shift valve hole. Anyone ever done this kit?

I found better instructions online for a later model 727/904 kit. The plug in question goes in with whatever valve sits next to the 1-2 and 2-3 shift valves in the valvebody pictured in the instructions, and is not present on my 904 valvebody. If installed in the 2-3 shift valve hole where it fits, it stops the 2-3 valve from moving at all, and I assume is the reason my 904 has not ever hit 3rd gear since rebuilding it many many years ago. It is pretty obvious the rod goes with the shuttle valve, but the spring that is supposed to be removed and replaced with the plug on the left side is not present on my '73 904.

you can see a lot more clear that the plug is supposed to go with whatever that third valve is. My valvebody has only the 1-2 and 2-3 shift valve pictured. I ended up leaving out the plug, and keeping the rod with the shuttle valve, and it seems to be shifting fine.
 
now that you mention it, i believe I purchased the valvebody off of ebay, and it may have come from a '69 Dart. What are the differences in pre and post-70's non-lockup valvebodies?
